A unified digital portal for all city services – from kindergarten enrollment to compensation for generators.

Kyiv Services Portal – the official aggregator of city services for the capital of Ukraine. It consolidates all online and offline services of Kyiv into a single environment, offering fast access, clear navigation, and a modern design.

Kyiv Services Portal is the official city services portal designed for Kyiv residents and everyone who uses both online and offline services of the capital. Its main goal is to bring all services together in one place, making them simple, convenient, and understandable for every user.


Task

The challenge was to create a modern web portal that would become the main digital access point for citizens to city services. The portal had to include everything from the most popular services – enrolling a child in kindergarten or school, applying for financial aid, or changing a residential address – to new services, such as applying for compensation for installing generators in residential buildings. At the same time, we had to build a fundamental design system, develop a UI kit, create a scalable technical architecture, and design business processes for the future growth and development of the portal.





Project Start

The project was implemented in close cooperation with GIOC (Kyiv City IT Center), Kyiv Digital, and international partners. The UK-based agency Public Digital supervised design processes and consulted us based on their experience with Gov.uk. The Bloomberg team played a key role as the project’s main strategic consultant. Loza Studio was responsible for UX and UI design, Frontend development on Nuxt.js, Backend development and creation of the admin panel on React, as well as service design and the development of business processes for new digital services.





Planning & Development

The work began with strategic workshops and three-hour meetings held two to three times a week with our partners. These sessions became a platform for knowledge exchange between teams: Public Digital shared their Gov.uk expertise, Bloomberg outlined strategic goals, and our team adapted those insights to the specific requirements set by the city administration. After the planning stage, we entered a one-month phase of conceptual work, creating wireframes, mockups, prototypes, and mindmaps, as well as defining test scenarios and hypotheses. Each step was reviewed by mentor teams, tested with users, and adjusted to ensure alignment and the right outcomes.





Design

Our design approach was based on three key principles: minimalism and clarity, an informative block structure, and perfect adaptability in line with WCAG standards.

The interface had to be simple and lightweight, while still consistent with the Kyiv Digital brand identity, compliant with WCAG 2.0, and adapted to a diverse audience. We developed over twenty design concepts for the homepage and service screens, and once the final versions were selected, we created detailed high-fidelity designs in Figma, including mobile responsive layouts.

Based on these designs, we built an interactive clickable prototype of the entire project. It was tested with real users, and the feedback confirmed the convenience and intuitiveness of the solutions. We made only a few small adjustments before the design stage was complete.





Development & Launch

From a technical perspective, the portal was built on a modern stack. Frontend was implemented with Nuxt.js, ensuring fast loading, server-side rendering (SSR), and SEO optimization. Backend was built on React, including a convenient admin panel that allows administrators to manage content and quickly add new services.

The system architecture was designed with scalability, high performance, and security in mind.

The launch of Kyiv Services Portal was widely covered in Ukrainian media, news outlets, and journals as an example of a modern, user-friendly solution for the capital. Today, the portal serves more than 20,000 weekly users, and this number continues to grow steadily.


Result

Kyiv now has a full-scale digital services portal – a single website that consolidates all city services into one environment. Citizens gained a simple way to access and request services, while the city administration received a platform that enables quick deployment of new digital solutions.
